Unsheltered Homelessness
On any given night, more than half a million Americans are homeless; 58% of those experiencing homelessness are unsheltered.
UCSF BHHI’s research explores unsheltered homelessness in California, which makes up over half of the country’s homeless population. We provide evidence-based policy solutions that can be tailored and scaled to meet the needs of the community to prevent and end unsheltered homelessness.

In January 2025, the City of Berkeley launched an innovative program to resolve the 2nd Street encampment by combining a low-barrier motel shelter with cash payments for residents’ RVs. Marc Dones, policy director of the UCSF Benioff Homelessness and Housing Initiative, said, "It is very straightforwardly the case that displacement costs more than a lot of other strategies that we could use."
