She writes, "Hospital emergency departments have long been the receiving centers for people that meet the criteria for 'involuntary commitment'—defined as a danger to themselves or others, or an inability to care for themselves. But bringing people experiencing homelessness to emergency departments often results in severely impaired individuals being sent back to the streets before they can get lasting help."
